ABSTRACT

According to Edward George Bulwer-Lynton who wrote that ‘’pen is mightier than sword’’ but this statement assumes the distribution of the ideals recorded by the pen. Media especially newspaper has long been a powerful tool social change. Without newspaper, few would read the ideals and the pen will become a rather dull weapon. This work will expose the influence of newspaper in shaping local government policies .it is through newspaper that the masses get informed. Newspaper serves as a mediator between government and his masses. It is through the people in media that the mass get to know the happening around them and the government policies. They were educated on every change in government. This project work will also expose how the government reacts to the information given out by the people in media house. Media through their gate keeping process has helped many nations in achieving democracy. Journalist are messiah that will help his people.  

CHAPTER ONE

INTRODUCTION

1.1 BACKGROUND OF THE STUDY

In 1859 the first Newspaper in Nigeria was found by Rt Reverend Henry Townsend. Reverend Henry town send established and published the newspaper called Iwe Irohi in Nigeria. Iwe Irohi was founded on December 3, 1859. It was published b1-weekly, in Yoruba and English language and ran for about eight years, specifically from 1859 to 1867.

Iwe Irohi was followed in 1863 by the Anglo African, educated by Robert Campbell. It carried both local and international news. With the increase in political and social activities in Nigeria, came a b1-monthly news-paper used to aggregate public opinion on topical issues, the Lagos Times, which emerged on November 10, 1880. The Lagos observer hit news stands fifteen months later, followed by the Eagles on march 31, 1887. Adolphus march started the mirrior at this time. Other newspapers began to emerge afterwards. The Nigerian chronicle in 1908, and the Nigerian pioneer, founded by Kukoyi Ajasa.

This of course, implies that if the study eventually establishes that the newspaper have an influence on the government, it would not only help the general public in knowing how to appropriately use the newspaper but also assist the government in effectively monitoring the pulse of the people and acting most accordingly.

1.6 LIMITATIONS OF THE STUDY

Any result that is achieved from the study of this would be a reflection of the influence of newspaper in local government policies.

1.8 DEFINITION OF TERMS

INFLUENCE: The effect that something or somebody has on the way a person thinks behaves or on the way that something works or develops. It is also a kind of power exerted to produce an effect. In this case, the newspaper on the formulation policies speaks of the power of the media to produce an effect on government affairs without necessarily trusting itself on the government.

NEWSPAPER: It is a channel through which information is transmitted to the public. It is in written form.

LOCAL GOVERNMENT: System of government of a town or an area by elected representatives of the people who live there.

POLICIES: The art of government and a system of administration guided more by principle. It could also mean the dexterity of management. However for the purpose of this exercise, policies will refer to a system of government by the government of Awka North local government area
