PERSONNEL MANAGEMENT REFERS TO THE CONDUCT OF HUMAN RESOURCES WITHIN A GIVEN ORGANIZATION. The civil service which can be defined as the instrument used by the government to implement its policies and carryout its services is composed of the ministries, departments, the armed forces as well as the parastatals. However, considering the time limits and the lack of finance, the study will be limited to Ebonyi state water corporation a parasitical of the Ebonyi state government.
